Fan speed list is OK (do not remove it ;P ), but when you print model on raft, first layer on fan speed list it's not first layer of model
If you not change raft, model start on layer 6. So you need to add on layer 6 fan speed "XX", and on layer 7 fan speed "0". If you forgot, and disable raft, and not delete on fan speed list layer 6, your model (from ABS and similar materials) will be less robust, than you expect. And in most of scenarios, 6 layer is first without solid fill...
In case of checkbox, if you disable raft, you don't need to remember to also disable fan on fan list. If you enable raft, you don't need to remember to change fan control list and add fan on 6 layer, and disable it on layer 7.

If you print with support "All", you don't want to get big layer adhesion beetween model and support over model
Supports not need to be so strong as model
It will be easier to remove it, because they will be splitting between layers.
