IdeaFormer Ir3 PLA never touches the belt bed

I am really struggling to understand why the print head will not move the nozzle closer to the belt sometimes it drops just to the point at which the PLA with stick and the nozzle just barely touch the bed (which is what is desired when I leveled the bed) however, onces it start printing it releases the PLA probably about a mm or so above the bed instead of >mm above the bed to create the needed layers

Any thoughts on the slicer settings that are causing this I am using the IR3 (not IR3 v1 ) profile found online. The bed is leveled but still no luck ....
