incorrect fan control.

Title: Incorrect fan settings after slicing
Description: Fans kick on early
Version: 3.5.2
Language: English
Operation System: Mac OSX 10.15.xx
GPU: CPU shared
32bit or 64bit: 64
Screen Resolution:
How to trigger the bug: slicing- printing
Expected Result:Fan to kick on at the layer I set
Real Result: Fan start immediately with Sequential printing and 2nd layer in normal

not sure whats going on, started when I started using the latest released version- the last beta version doesn't do it. Basically the fans just kick on from the beginning no matter what I set. I was figuring it was just something I did but I can't for the life of me see what?

more investigation, it seems to only do it when item are under a certain size , not sure what the size limit is but larger items i've sliced it didn't do it.

Seems the print time for some layers are too short which is lower than Minimal Layer Print Time which will ask the fan to increase its speed. The maximum Fan Speed here can reach to 100%. If you don't want the Fan Speed to be increased, you can disable Increase Fan Speed.
