Inconsistent layer lines on thin wall with holes

I noticed that one some thin wall parts with holes, there are some layer line artifacts. Has anyone encountered this and found a solution? See images attached.

My default printing speeds are 70mm/s, but 25mm/s for perimeter layers. I'll try slowing the general speed down to see if that is the issue.

I see this same kind of artifact on my other printers even when going very slow though. It seems to only happen on layers with holes.

Is it printed with Pro2 series printer or E2 printer?
What type of material is this printed with?

This is on an E2 with ABS.

I tried slowing the speeds down and still see this. The layer inconsistencies are very repeatable, and always seem to show up on the layers were there are holes/cutouts on the part. So it's likely not some random issue with filament friction, etc.

I'm attaching the STL file and .gcode file as well. If someone with ABS can print this and tell me if they see the same problem, then I can rule out hardware.

Would love to get some advice on what settings I can change to try and mitigate this. Seems like it might be a slicer related issue.
