Looks like your Z-height might be a bit off. Try adjusting it to be a bit higher. It's scraping because there isn't enough clearance between the layer that was just layed down and the gap between that and the nozzle. Pretty much what everybody else here has been saying: 200C nozzle temp, straight down the middle of the recommended range, with 70C bed temp. I've settled on 70 vs. 65 because I've had peeling with random colors and batches at 65. Hatchbox has been my go-to for PLA for a while now. It's pretty cheap...

I downloaded your model and loaded it into Ideamaker and have some thoughts. First, I'd flip it 180 degrees so that you have the larger, non-spiky bits facing down and in contact with the buildplate.
