what is causing this problem

I am using ABS/HIPS with several dense support layers but my first layer of ABS after the support looks like crap and doesn't stick properly to the later layers,

the rest of the print looks fine, it is just the first 1 or 2 layers immediately above the support

so, my question is, which settings in ideamaker could I try to tweak to fix this?

Give a try reducing the gap between support and top layer.
Vertical Offset Top Layers in Support tab.

another question: is that support stuck to the bottom or the bottom layer of the part?

it is the bottom layer of the part, changing the vertical offset top layers setting to 0 fixed the problem, but the support didn't want to separate so I just had to dissolve it.
