Help with surface defects

I recently bought a Pro2 Plus and have been seeing some issues with my prints. Below is a picture of the defect I've seen while printing with ABS and PLA.

At first I thought it was a temperature issue. I saw that my left extruder temperature was varying from 246-253C, so I re-tuned the PID. That didn't help so I contacted Raise3d and they sent me a new thermocouple, which I haven't installed yet. Since then I switched to printing with the stable right extruder. I've seen the same issue while trying to eliminate it with temperature, retraction, and a negative value for extra on restart. Below are my current settings.

I printed a small calibration part with the same wall thickness that didn't show this defect with these settings. Does anyone have advice on this?
