Stringy layers between support and object

I'm seeing a really stringy first layer being layed down overtop some support needed to support an overhang.
I don't recall seeing this on other parts I've printed where there was "ledge" or "shelf" of support material supporting a significant overhang.
What do you guys think ?

This is with PETG being fed from a PrintDry.
0.2mm layer height.
245C nozzle temp.
75C bed
20% part infill
20% infill for support , using Lines as the support method.
vertical offset top layers: 1
vertical offset down layers: 1
40 mm/sec all around speeds.
