Feature Request: Blip fan to 100%

When starting the fan from 0% have the option to go to 100% fan for a brief time (eg 1 second) before spinning down to the selected speed.

This will enable fans to be spun at lower speeds which would not have been high enough to start the fan spinning such as 10%

If you try to start a fan at 10% speed, for example, most fans won't start - they simply stall and overheat. If you manually start the fan rotating, it will continue running at 10%, but it won't self-start.

The idea is to give the fan an initial "kick" with a brief pulse to maybe 30%, to get it started rotating, and then drop back to the desired 10%, where it will keep running once started. At the moment, one has to edit the gcode to insert the starting M106 command to get the fan started.

IMHO, all printers should respond to any M106 with a startup-pulse, but none do. I view this as a highly desirable feature which could be embedded in the slicer or in the merlin firmware.
