Replacement Board, Serial Error: No Such Device or Adress

So I recently replaces the board in my N2+ for various reasons. After plugging everything back in, turned on the printer, and got "Serial Error: No such device or address." From my research on the forums, that's a result of the control board not talking properly to the rest of the printer. However, when started up in "safe mode" I can also see that it doesn't list a current firmware. So, my inference, the control board isn't talking to the screen. Would this be a result of the USB cable that plugs into the bottom of the board? Or is it a ribbon cable issue?

Update: I plugged JUST the USB and the power into the old board, and everything started up no problem. Does that mean the new board has a faulty USB connection?

Update: took the back cover off the touch screen just to make sure nothing was loose. Nothing was.

So, in short:
Old board with just power and USB connection: no issue
New board with just power and USB connection: serial error

Have you installed the stepper drivers onto the new board already or they are still on the old board?

Tested new board with drivers and without drivers. Same result.

The old board with drivers can work without error? And all 5 directions can be controlled by screen properly?
Then might be something wrong with the new board.

you have to reflash firmware from arduino IDE
