From the settings you shared, I see that you are using the default High Quality ABS settings.
Have you ever tried printing with lower nozzle temperature to compare the results?

You can also try move the extruder to center position on screen to enable the both side of motors. And try to move the extruder manually to see whether it can be moved or not.

I personally haven't printed HIPS before. But I see that has HIPS profiles in ideaMaker, maybe it can be a easy start point for settings.
BVOH is a filament very sensitive to moisture, must be fully dried before printing.

Did you use Raft for your print?
Have you double confirm the Z offset for the extruder you are printing with your part with feeler gauge? Or try to adjust it to be a little closer to see whether it helps or not?

Yes, we have Raise3D premium filament. We printed 2 big parts with Raise3D premium filament after that eSun filament print and they were printed with no issues. Would you like to run a test print with Filament Monitor disabled to see whether the issue is caused by Filament Monitor? I can't give a lot suggestion about what can be achieved by modification, as it is not officially support. But as far as I known, we set limitation for nozzles temperature and bed temperature. And even your bed can reach to over 100C, the temperature of your chamber is still low, normally around 60-...
